New York CNN —Rue21, a mall staple for teen apparel, is going out of business and closing all 540 of its stores within the coming weeks. The retailer, which has about $200 million in debt and 4,900 employees, has been struggling financially in recent years despite a 2017 bankruptcy that the company hoped would turn Rue21 around. Its stores, which are located in 45 US states, will close within the next 4 to 6 weeks and “going out of business” sales are beginning soon. Express filed for bankruptcy last month and announced it was closing about 100 stores. 99 Cents Only Stores, a discount chain, also said in April it was going out of business.

MILAN, Nov 6 (Reuters) - European banks need to join forces if the region is to withstand competition from the United States and China but without a banking union, cross-border mergers do not make sense, the head of Italy's biggest bank Intesa Sanpaolo (ISP.MI) said on Monday. "You need synergies and the area where investors are looking for synergies is cost," he said, adding it was not easy "to deliver real cross-border synergies on the cost side". "I think we'll need to wait for a banking union to see real, significant cross-border consolidation. Orcel last month said Europe was destined to "irrelevance" if it did not work to unify its capital markets and create a banking union that allowed lenders to compete with U.S. rivals and adequately finance the region's economy. CNN —The South Carolina Supreme Court on Wednesday reversed a temporary block on the state’s abortion restrictions, with four justices agreeing and one dissenting in three separate opinions. Henry McMaster signed the Fetal Heartbeat and Protection from Abortion Act in May, Planned Parenthood South Atlantic and several other medical providers filed a lawsuit in state court to try to stop it. The state filed an emergency petition asking the South Carolina Supreme Court, which is comprised of five men, to act quickly on the case. “Moreover, the implication is that women are solely responsible for a couple’s unexpected pregnancy, possibly due to the lack of birth control. Raymond James is growing more optimistic on Harmonic stock. The firm upgraded the broadband and video streaming stock to strong buy from outperform Thursday, coupled with a $16 per share price target.
